& you're not stupid: I was confused about what a vector was when I first got
into walling too
Basically what happens with a vector is that you have an image that's too small, or too poor quality, or etc. to wall directly. So you go into an image editing program and trace it so that it's at the size you want. The work is done manually; ie: the program doesn't do it automatically for you. You're basically redrawing the image yourself. Hope that clears things up.
btw: Maybe you should consider reporting your page. Something similar to this happened to me. Some code on my page wasn't closed properly.

Most likely you need to clear your cashe. If you use Firefox go to Tools, Options and then at the bottom where it says cashe hit Clear. Then refresh your page. If that doesn't work then......I dunno.

Could you trim down your signature (the groups part) or leave some space between the group links in your sig so that it isn't insanely wide?
For example, from
"Japanese//ClampFans//TSubasa//xxxHOLiC//" to something like
"Japanese/ /ClampFans/ /TSubasa/ /xxxHOLiC/ /" or something of the sort. I've seen people use [] ... || ... or :: ...etc etc.
The continuous no-break line in your sig stretches out the entire page in galleries and forums. ^^

To answer the first part: You're a college student, I understand the being cheap and not getting the expensive program. Afterall, I'm using a really old version of PS.
And to answer your 2nd point: I am a great Free raoming SPAMmmer trying to help out people in need. *Takes Action Pose*
That should be an easy problem to fix. Try converting it with a Photoshop or Photoshop equilivant program by using the saving function "Save for Web" then once that function comes up as a window, select the quality of the image and the the format that you want to use. And puff* you're done.
That should work in theory.
